Central Vietnam: abnormal rains caused heavy losses

Description

The central provinces of Vietnam experienced heavy rains with very high precipitation at the end of March and the beginning of April. The heavy downpours, which were abnormal at this time, have caused severe losses in lives, property, and agriculture crops.
