According to this plan which is implemented by the city’s Department of Natural Resources and Environment (DONRE), from 12th to 30th November, Hà Nội pilots a program to replace polluting outdated motorbikes. Accordingly, the program includes specific activities of checking emissions, receiving abandoned vehicles, supporting the exchange for new motorbikes, and conducting a survey on the impacts of the emission evaluation policy.
This pilot program is implemented in five districts of Hoàn Kiếm, Hai Bà Trưng, Đống Đa, Cầu Giấy, Thanh Xuân, and Hà Đông. However, the program applies to owners of motorbikes that were registered before 2002 and manufactured by five brands of Honda, Yamaha, Suzuki, Piaggio, and SYM. The motorbike owners can get the support of a maximum of 4 million VNĐ if their vehicles meet the requirements of the program. For the vehicles registered before 2017, owners will be gifted free oil cans or maximal 200,000 VNĐ as maintenance coupons in case their vehicles do not meet emission standards.
