The operation of the plant was approved by Decision 163/QĐ-UBND of the city´s People´s Committee released at the beginning of January. The Sóc Sơn waste-to-energy plant is located in Nam Sơn Waste Treatment Complex, Sóc Sơn district. It is so far the largest waste-to-energy plant in Vietnam and the second largest in the world. The plant has a treatment capacity of about 5,000 tons of domestic waste and is expected to produce 75 MW of electricity per hour. The plant is invested by Hà Nội – based Thiên Ý Environmental Energy Joint Stock Company with the total funding of 7 trillion VNĐ (US$ 303 million).

The plant will be put into operation in three phases:
– Phase 1, 20th January: operating incinerator 3 with a capacity of 800 tons of solid waste per day, receiving capacity of 1,000 tons/day, and 15 MW of electricity per hour.
– Phase 2, 20th February: operating incinerators 2 & 4, with a capacity of 800 tons/day/incinerator and 30 MW/hour. If including phase 1, the total receiving capacity is 3,000 tons/day and electricity generation of 45 MW/hour.
– Phase 3, 25th March: operating incinerators 1 & 5, with a capacity of 800 tons/day/incinerator and 30 MW/day. If including phases 1 & 2, the total receiving capacity is 5,000 tons/day and electricity generation of 75 MW/hour.
