MONRE: outcomes of COP26 & actions from Vietnam, updated Climate Change Scenario 2020

These were the major content of the workshop organized on 7th December by the Ministry of Natural Resources and Environment (MONRE). The event provided information on the overall outcomes of the 26th United Nations Climate Change Conference of the Parties (COP26), actions, and further implementation in Vietnam. Vietnam has committed to be net-zero emission by 2050 and to reach methane emission reduction by 30% by 2030, joined the declarations on the transition away from coal in 2030 – 2040 and Lowering Emissions by Accelerating Forest (LEAF) coalition, etc. The commitments of Vietnam at COP26 were recognized by the international community said the Minister of MONRE, Trần Hồng Hà. It also opens up many cooperation opportunities in low-emission and green growth in response to climate change.

In 2020, Vietnam submitted the Nationally Determined Contributions (NDC) which pledged to reduce 9% of Greenhouse Gases Emissions by 2030 or 27% with international support. With the new commitments at COP26, the NDC needs to be updated in 2022 to meet the target of carbon neutrality by 2050, mentioned in the presentation of the UK Embassy in Vietnam.

Vietnam is drafting a Decree on mitigating greenhouse gas emissions and protecting the ozone layer within the framework of the revised 2020 Law on Environmental Protection, which will take effect in 2022. The decree will be developed to be in line with the updated regulations at COP26 and a legal foundation to engage all society to respond to climate change. However, how to implement this is the biggest challenge concerning the mobilization and maintenance of the involvement of the entire political system, besides issues of domestic resources shortage, especially human resources, according to Phạm Văn Tấn, deputy head of the Department of Climate Change under MONRE.

On this occasion, the MONRE also announced the update of the Climate Change Scenario in Vietnam – Version 2020.
