Releasing national assessment system for climate change adaptation activities

Description

The monitoring and assessment system was issued by Decision No. 148/QĐ-TTg on 28th January. The Ministry of Natural Resources and Environment (MONRE) is the focal implementation institution. Ministries, ministerial-level agencies, provincial-level People’s Committees are responsible for organizing the monitoring and evaluation of climate change adaptation activities and annually report via the online system.

The system has six groups of content accompanied with a total of 72 assessment indicators including:

(1) State management on climate change:
17 indicators for areas of improvement of institutions and policies with the proposal of Law on climate change; legal documents associated with climate change; mechanisms and policies to mobilize resources and encourage the participation of all economic sectors for climate change adaptation activities; insurance, disaster risk sharing.

(2) Enhancement of resilience and adaptation capacities on climate change:
32 indicators for areas of agriculture, forestry, fishery; environment, biodiversity; water resources; transportation; construction, urban; industry, commerce, services; public health & wellness; labor, society; culture, sport, tourism.

(3) Reduction of natural disaster risks and minimization of climate change damages:
10 indicators; in which, there are indicators on the percentage of people, who can access the warning and forecast information; relocation of households in disaster-prone areas to safe places; detailed disaster risk zoning maps up to levels of communes.

(5) Science, technology, and international cooperation
5 indicators

(6) Training, communications, and awareness-raising
4 indicators

The indicators are study results from the domestic practice of climate change adaptation and international experiences. The establishment and operation of this system will help monitor, evaluate climate change adaptation activities within the National action plan on climate change adaptation in the period 2021 – 2030, vision 2050, which was approved by Decision No. 1055/QĐ-TTg on 20th July 2020.
