Revised Environmental Protection Law 2020: new regulations for municipal solid waste management

The revised Environmental Protection Law 2020 set a new management regime for municipal solid waste. There are some notable regulations as follows:

– Application of polluter pay principle
Accordingly, this principle promotes proper sorting of waste, reuse, recycling, and recovery of resources from waste. Households have to use packages provided by local People’s Committees to store their waste. Residents pay for only the amount (weight or volume) of residual waste (unsorted waste). This means, who don’t sort their waste (properly) may pay more for the collection fee.

– Priorities on tax, fee, and loan for waste treatment facilities
This aims to attract and mobilize social sources to invest in the collection, transportation, and treatment of municipal solid waste applying environmentally friendly technologies.
